Preface

The present significant asymmetry between the circumstances of lawmakers and those they serve has led to a failure of the legislative to serve the electorate. This asymmetry has resulted in a disassociation between the legislative and the electorate regarding the realities faced by the latter.

Equivalence of circumstances between the lawmaker and the electorate is to ensure that decision making processes will be governed by enlightened self-interest.

Further, and most significantly, the role of lawmaker is not a self-enrichment opportunity, rather it is to be seen as an avocation for public service.

Any delta between the spirit and letter of this code will be investigated.

Ethos

The proposed legislative employment contract is based on Hammurabi’s Code (circa 1754 BCE); one of the earliest known written legal codes.

Gold standard

The 127th law listed on the publicly positioned Steele states that any person that “points the finger”; slanders or accuses but cannot prove it, that person will be marked on the brow.

In this day and age, the marking will be through public naming and shaming, complete with receipts.

Black Letter law

A lawmaker who corrupts a law, any law, will face instant expulsion. The breach will be investigated by the Ethics Master who will apply the code.

Ethics Master

1 and only 1 ethics master will be elected from the legislative body. The elected ethics master will renounce party affiliation.

The sole function of the ethics master is to apply the code.

Not interpret it, not negotiate it, simply apply it.

Black letter law applies to the ethics master.

TERMS AND CONDITIONS

No lawmaker will receive any remuneration above the minimum wage and attendant support, pension terms and medical plans.

All lawmakers must show complete financial disclosure to ensure they are not insider trading.

All corporate and PAC funding to cease, audited financials to prove it.

All funding by provable private donors (capped) and a government grant based on number of votes won. All donations publicly disclosed in real time.

Attempts to make end runs round the cap by multiple cap limited donations from the same donor will be subject to Black Letter law.

No lawmaker may accept employment from any entity they regulated or legislated on for 10 years after leaving office.

All law makers will retire at the state’s retirement age.
